AdministrationCommunity Outreach Quality of LifePublic outreach and education is conducted throughout the year; the public may request a tour of the Sugar Land Airport and airport staff will provide a terminal tour and airfield tour. Additionally, airport staff develop the Airport Academy's content and materials and hosts Airport Academy to residents once a year. This academy is limited to ten participants, and is structured to educate residents about various areas of the Airport. These areas include the history of the airport, finances, airport operations, the fixed-based operator, maintenance, on-site business, projects, and governing agencies, associated with the Airport. Each year, Airport staff continues to build on the presentation and inform the community of the Airport's economic impact.​

Airfield OperationsAirport Self Inspection ProgramEssentialAirport maintenance will maintain the pavement areas in coordination with Airport operations. Inspecting paved areas, safety areas, markings, signage, lighting, wildlife hazards, and Navigational Aids (NAVAIDs). Produces work orders and be proactive, minimum of two inspections daily five days a week. Repairs made will comply with all regulations set by the Federal Aviation Administration (FAA).
Airfield OperationsAirport Pavement MaintenanceMandatory​Operations personnel will inspect pavement daily for damage such as spills, cracks, and other discrepancies, and complete a work order (in-house form) for necessary repairs. This helps to prevent damage to an aircraft and increase pavement longevity. There is a total of 3.3 million square feet of airfield pavement and 355,775 square feet of landside pavement that is inspected and maintained. When repairs are needed the majority of them are completed by Airport staff. There are two methods of pavement repair, depending on the severity of the distressed area. In the first method, the hole is cleaned out and all loose concrete and debris are removed. Smaller, shallower holes are filled with fast set concrete. For deeper holes, asphalt patches are used. The hole is coated with a tar spray and filled and compacted with an asphalt patch.
Airfield OperationsNoise Abatement and ComplaintsQuality of Life​Noise complaints are investigated, evaluated, and documented. Airport staff will acknowledge a complaint within two business days. The result is then communicated to the person that initiated the complaint for resolution or informative purposes.
Airfield OperationsStormwater Pollution PreventionMandatory​The Airport must maintain a current storm water permit with the Texas Commission on Environmental Quality (TCEQ). The airport has a storm water pollution prevention and control program in place. Inspection of the storm water controls is included in the airport self-inspection program. Quarterly inspections are contracted out to an engineering firm in order to remain compliant with the Storm Water Plan. In addition, the Airport samples and submits water from various outfalls for hazardous metal testing annually to a certified lab. Additionally, the airport remains in compliance with TCEQ by renewing the storm water permit annually. Numerous Airport tenants are included under the umbrella of the Airport’s Storm Water Pollution Prevention Plan (SW3P). The Airport contracts with a qualified vendor to provide these services, including a renewal of the multi-sector general permit and update of the SW3P plan every 5 years.
Airfield OperationsSpill Prevention ControlMandatory​Required for non-transportation-related-on-shore facilities which have above ground storage capacity of 1,320 gallons or more of oil in containers with 55 gallons or larger (Airport has approximately 133,760 gallons of above ground storage capacity). Efforts are made to prevent fuel and oil spills and to clean them promptly once they occur. Staff provide resources for notifying Spill Response team members within Airport staff of a spill. Contact various agencies (immediately) that must be notified in the event of a spill that requires the notification. Document the spill for record keeping purposes. The Airport contracts with a qualified vendor to provide these services, including a review of the Spill Prevention Control and Countermeasure Plan (SPCC) every five years, with amendments of significant changes within six months.
Airfield OperationsWildlife ProgramMandatory​The Federal Aviation Administration (FAA) has identified the need for a wildlife assessment. The Airport has several bird species such as vultures, egrets, ducks, great blue herons; as well as, armadillos, alligators, and several nocturnal mammals. Current practices of wildlife mitigation include turf maintenance, installation of deterrents, implementation of wildlife control technologies, depredation and removal of certain species, wildlife surveys and logs, and coordination with local and federal government agencies regarding wildlife issues. Operations staff will inspect wildlife on the airfield , and record wildlife seen and haze, as necessary.
Airfield OperationsAirport Condition ReportingMandatory​Provide information to users of the Airport on airfield conditions using the Notice to Airmen (NOTAM) Federal Aviation Administration (FAA) service. Includes documentation of NOTAM, construction activity, weather related events, and anything else that affects the safe operation of an aircraft. Records are kept for inspection purposes.
CaféFood and Beverage (Fixed-base Operator Amenities)Essential​Prepare all café menu items using the café equipment to ensure quality and efficiency and customer satisfaction. Continually monitor stocks of ingredients and food items and the preparation of inventory supply orders (follows first in, first out inventory method). Properly store, label and date all products. Receive and verify receipt of delivered food purchases and supplies. Airport presents  a clean-cut, neat and professional image. Maintain the hours of operation: Monday - Friday 5:30am - 5:30pm, Saturday 9:30am - 5:30pm, Sunday 8:30am - 4:30pm, with Saturday and Sunday closed from 2:30 - 3:30pm to allow for staff break.
CaféFood and Beverage ComplianceMandatoryStore food properly, maintain safe storage temperatures, follow safe food handling practices and discourage pest infestations. Will pass all inspections at 90% or greater. Must maintain a food handling license (required) that is renewed every three years.
CustomsProvide US Customs Service on the AirportEssential​One US Customs agent is on-site Monday-Friday 8:30am-5:00pm. Airport staff monitors the budget and clearances for the Customs program throughout the year. Staff maintains the records of aircraft clearing customs which includes the departing country, and passengers and crew members. This information is documented and an analysis is provided  on a quarterly basis for the City's Performance Measures Program.
Fixed-base Operator Services Line ServicesEssential​Ensure all Ramp Services and Fueling Services are completed when requested by the customer. Line Services provide ground support for based and transient customers including towing, marshaling baggage handling, lavatory servicing, potable water, and overnight storage.
Fixed-base Operator ServicesFixed-base Operator Customer Service EssentialFixed-base Operator (FBO) staff accommodate aircraft for the purposes of loading and unloading passengers, refueling, parking and maintenance. Line Service and Airport Service Representatives communicate with each other and coordinate with car rental agencies, tower, aircraft, charter companies, hotels, and catering companies. The Airport will create and distribute an annual customer satisfaction survey and hand it out to customers at random. An overall average rating of 90% customer satisfaction will be maintained.​ ​
Fixed-base Operator ServicesInternal ControlEssentialAll requested services, sales transactions, and miscellaneous sales are captured and recorded in the point-of-sale software. These transactions are further recorded in the daily cash report. Perform all cash handling procedures in compliance with the City's Interdepartmental Cash Handling and Cash Drawer Policy and Procedure (BR 101).
Fixed-base Operator ServicesAirport Service RepresentativesEssentialThe Airport Service Representatives (ASR) offer a concierge-style customer service in a wide variety of reservation/coordination of services. There is high-level of multi-tasking skills needed when dealing with customers. This involves direct person-to-person interaction, telephone skills, radio communication, Unicom interaction with pilots, and other agencies. Additionally, the ASRs are responsible for coordinating with the car rental agencies, catering companies, and hotels for making reservations as needed. There is also a shuttle van service to transport pilots and passengers to their hotel destinations. The ASRs must also maintain the aesthetics of the lobby and supplies of the pilot's lounge.​
Maintenance and OperationsFacilities, Inspection, Repair, and Maintenance Essential​Facilities maintenance is a coordinated effort with the City's Facilities Division under the Environmental and Neighborhood Services Department, Airport maintenance personnel and a contractor for repairs and preventative maintenance for all city owned buildings on the airport to include:  the terminal, airport traffic control towers, customs building, hangars 1 through 5, the operations building, 99 T-hangars, roadways, parking lots, lighting, grounds landscaping, heating, ventilation, and air conditioning (HVAC), fire alarm and suppression systems, and all access control systems.
Maintenance and OperationsAirfield Inspection, Repair and MaintenanceMandatory​Airport maintenance personnel are responsible for all:  runway and taxiway lighting, pavement maintenance and markings, direct buried taxiway lighting and other utilities, six emergency generators, three electrical vaults, two Navigational Aids (NAVAID) shacks, antennas and rotating beacon as well as all fences, gates and gate controllers.  
Maintenance and OperationsNAVAIDs (Navigational Aids)Mandatory​The airport has several Navigational Aids (NAVAIDs) to complete our Instrument Landing System. The annual contracts help to maintain and service the infrastructure of the airport. They are critical for the upkeep, operations, image, and safety of the airport. Maintain visual aids such as Precision Approach Path Indicator (PAPI) and Runway End Identifier Lights (REILs) through an annual contract with a vendor that must be Federal Aviation Administration (FAA) approved.

Maintain and repair heating ventilation and air conditioning (HVAC) equipment in airport owned facilities and all landscaping for 622 acres at the airport.
