The review process begins when the plans are picked up for routing by Development Review Coordinators in the Planning Department and is reviewed by applicable departments. Building SafetyCommercial Review (Major projects) MandatoryPlans are received from the Development Review Coordinators in the Planning Department and routed to Plans Examiners within the Department of Building Safety for review of applicable code compliance and, if needed, make comments within 15 business days to comply with International Building Codes. Building SafetyCommercial & Residential Plan Review (Minor projects) MandatoryPlans are received from the Development Review Coordinators in the Planning Department and routed to Plans Examiners within the Department of Building Safety for review of applicable code compliance and, if needed, make comments within ten business days to comply with International Building Codes.
Building SafetyPermitsMandatoryApproved plans are verified by the Development Review Coordinators and are returned to the Department of Building Safety. Permit Technicians review approved applications within one business day and contact applicant for any needed documentation prior to issuing a permit.  Contractors supply any needed items to the Permit Technicians, provide payment and the permit is then issued per International Building Codes. Building SafetyContractor RegistrationMandatoryContractors are required to register through email, fax or in-person during business hours.  Provide current general liability insurance and any required licenses to the Permit Technicians. If applicable, a contractor registration fee is paid. Staff maintains registrations updated. Building SafetyInspectionsMandatoryInspections are scheduled by the contractor/responsible party at the different stages of the construction project as required. Inspections are completed by certified building inspectors the same business day if scheduled prior to 7 a.m. Ordinance 1536 - adopted International Building Code.
Building SafetyCertificate of OccupancyMandatoryOnce required clearances have been received, a Certificate of Occupancy is issued from the Department of Building Safety and signed by the Building Official for new residential homes, commercial projects and tenant name changes. Building SafetyCustomer ServiceMandatoryThe department regularly provides various customer service to contractors, homeowners, business owners, building professionals and other city staff.  Customer Service is provided in person, over the phone and via email during business hours. Building SafetyTraining/CertificationsMandatoryPlumbing License & Residential Building Certifications are used in support of staff to perform work functions.  Other certifications and training are available and provided if needed or possible.  Due to the technical nature of all positions within the office, training is key. Building SafetyBuilding Standards CommissionMandatoryThe Building Standards Commission (BSC) is the regulatory board for matters related to building construction and property maintenance.  Meetings are scheduled as needed. Director of Building Safety or his/her designee is responsible for the meetings that occur for this commission. Ordinance 1536 - adopted International Building Code.
Building SafetySolicitorsMandatoryResponsible for processing the solicitor license application which includes running a background check and making a badge to be worn by approved solicitors.  Any questions on individual approvals based on background check results are provided to the Police Department for final approval or disapproval. The Police Department enforces the solicitor ordinance. Ordinance 1497 - Solicitor License.
Building SafetyStop Work OrderMandatoryUpon notice from the Director of Building Safety that work on any building or structure is being executed contrary to the provisions of the City adopted code or in an unsafe and dangerous manner, such work shall be immediately stopped. The stop work order shall be in writing and shall be given to the owner of the property involved, or to the owner’s authorized agent or to the person performing the work and shall state the conditions under which work will be permitted to resume by providing documentation and accreditation that the work complies with the City's adopted codes. Building SafetyParking PermitsMandatoryResponsible for processing parking permit applications which includes verifying applicant is the homeowner, processing the payment and making a resident hangtag(s) and/or paper temporary guest tag(s) to be properly displayed in the respective vehicles to be parked on the designated streets.  This ordinance is regulated by the Street Department and the Police Department.
